ClearPath Adds Scott Prutting to Lead Permitting Reform
Washington D.C. – Friday, July 10th, 2026 – ClearPath announced Scott Prutting joined the organization as the Senior Advisor of Regulatory Policy to lead its regulatory and permitting portfolio, advancing the effort to modernize NEPA, reform judicial review and bring efficiency to the permitting process.
"Scott’s background in permitting has given him a specialized, in-depth understanding of the system we're trying to fix," said Hillary O’Brien, Managing Director - Clean Power, Natural Resources, and Research. “His experience will be crucial in advancing policies that let America build the energy infrastructure we need to meet rising demand.”
Prior to ClearPath, Scott worked for the Federal Permitting Council (FPISC), where he served as Special Assistant and Congressional Affairs Advisor. He previously spent three years with the House Appropriations Committee, including his role as Policy Analyst for the Interior Subcommittee, managing more than $1 billion in annual appropriations across the Department of the Interior and independent agencies. He started on the Hill in 2021 with Rep. Jodey Arrington (R-TX).
